Project Description

Housing Authority City of Los Angeles | 2025 Tar Pit Assessment at 2600 Wilshire
Owner: Housing Authority City of Los Angeles (HACLA)
Period: 2025
Overview
Overview
The objective of this project is to evaluate the recurring tar issue in the elevator pits and adjacent areas of the lowest parking level, and to develop a cost-effective maintenance strategy that minimizes the need for frequent environmental remediation.
Kewo Engineering is evaluating the tar intrusion issue, analyze environmental conditions (tar, water, and any vapors), and provide a comprehensive report with findings, potential solutions, and recommendations for routine maintenance. Our scope of services includes:
- Data Collection and Review
- Coordinate with HACLA to obtain relevant documents relevant to this project.
- Review documents to assess ongoing issues, past remediation activities.
- Conduct workgroup sessions with HACLA engineers and maintenance personnel to discuss historical tar management practices, operational constraints, and potential solution preferences.
- Site Inspection and Tar, Water, and Ambient Indoor Air Sampling and Analysis
- Conduct site inspections of areas of interests (e.g., elevator pits, sump vaults, and ventilation ducts), as-needed.
- Collect and analyze tar, water, and air samples to evaluate contaminants (e.g., hydrocarbons, VOCs, metals).
- Use field instruments to screen for methane gas. Analysis will inform safety considerations and design recommendations.
- Reporting, Recommendations, and Containment Alternatives
- Prepare a comprehensive engineering assessment report summarizing site findings, lab results, and feasible solutions.
- Include descriptions of proposed solutions and an evaluation of each alternative’s feasibility, operational impact, and cost estimates.
- Provide recommended alternatives with cost estimates, maintenance plans, and immediate safety recommendations if applicable.
